Prairie House Agreement Approved by Village Board
A development agreement for the proposed Prairie House senior housing project, updated purchasing rules and a first look at Village Hall renovation plans highlighted Wednesday night's New Glarus Village Board meeting, where trustees unanimously approved every item on the agenda.
The board also unanimously approved the consent agenda, including claims, operator's licenses, special event permits for the New Glarus Fire Department's Firefest and the Wilhelm Tell Festival/Art in the Park, and other routine business.
The board approved a development agreement for Prairie House Senior Development, a proposed 50-unit apartment complex for residents age 55 and older. Village Administrator Kelsey Jenson told trustees the agreement was developed through collaboration between village staff, the village attorney, planner, engineer, financial advisor and the development team.
Under the agreement, the developer will be responsible for constructing utilities, streets, sidewalks and other required infrastructure serving the property. The project is also expected to make payments in lieu of taxes (PILOT) because of its financing structure. According to Jenson, the development will remain taxable for the 2027 tax year. The developers anticipate tax-exempt status beginning in the 2028 tax year. Beginning in the 2028 tax year, the agreement calls for annual payments of $20,000 per year for the first three years, followed by a payment of $20,000 plus the lesser of 2% or CPI for every year after.
