The Town of New Glarus will hold a special meeting Sept. 1 to consider rescinding an asphalt change order approved Aug. 12, following an earlier discussion about pricing, bidding procedures and whether the paving work could properly be handled as a change order.

Town Board to Revisit Asphalt Change Order

The Town of New Glarus Board will hold a special meeting Tuesday, Sept. 1, at 5 p.m. to consider rescinding an asphalt change order awarded to Payne & Dolan earlier this month.

The meeting will be held at the new Town Garage, N8799 Hayes Lane. Other than public comment and routine procedural items, the only business listed on the agenda is whether to rescind the Payne & Dolan asphalt change order approved Aug. 12.

The agenda does not state why the board is reconsidering the decision. However, the special meeting appears to follow a lengthy Aug. 12 discussion about the asphalt work, its cost and whether it could appropriately be handled as a change order rather than through a separate bidding process.

During that meeting, board members discussed how the paving had always been anticipated as part of the Town's new maintenance facility project, but the final amount of blacktop needed — and therefore the cost — could not be determined until the building was substantially completed and the site plans were refined. The paving was therefore not included in the original building bid.
