Primrose to Weigh Future of 96-Year-Old Lewis Road Bridge

A bridge replacement pursued for years and expected to be fully covered by federal funding is back before the Primrose Town Board Thursday, as supervisors consider project costs, funding sources and whether to move ahead with construction.

PRIMROSE, Wis. — The Town of Primrose Board of Supervisors will meet Thursday evening to decide whether to proceed with the planned replacement of the Lewis Road bridge over the West Branch of the Sugar River, a project that has been in development for years and was expected to begin construction in 2027.

The special meeting begins at 6 p.m. Aug. 20 at Primrose Town Hall, 8468 County Highway A. The only substantive item on the agenda is “discussion and possible action” on the bridge project, including its cost, available funding and whether the town should continue with the project.

The timing is notable because the Wisconsin Department of Transportation opened bids for the project Aug. 11. As of an Aug. 18 WisDOT report, the Lewis Road contract remained listed as “under review,” rather than awarded.

Earlier this year, however, the financial picture appeared relatively straightforward. At the Primrose Town Board’s March 2 meeting, Robert Hanold of JEWELL Associates Engineers told supervisors the project carried an estimated $405,000 budget and that the town had secured 100% federal funding for costs up to $420,000. Bidding was scheduled for August, with construction expected to begin around May 2027 and take approximately two months.
